The project charter formally recognizes/authorizes the existence of the project, or establishes the project.
It gives the project manager authority to spend money and commit corporate resources.
The project charter provides the high-level requirements for the project.
It links the project to the ongoing work of the organization.

The project statement of work or SOW is a well-defined representation of the product or services that are to be delivered by the project.

The SOW can be used for both internal project as well as external projects.

Business need: The business requirement or need can be elevated based on the different measures like a market demand, technological advance, legal requirement, government regulation, or environmental consideration. The business need, ROI and the cost-benefit analysis are delimited in the business case to rationalize the project.
Product scope description: Documents the characteristics of the product and the relationship to the ongoing services and the stalemate in to the business need.
Strategic plan: The strategic plan documents the organization’s strategic vision, goals, and objectives and may contain a high-level mission statement.

The business case will examine the requirement whether it is a real investment for the organization or not.
